The $13.5 million building sits in the newly designated Station North Arts and Entertainment District in the Greenmount West neighborhood, a part of the city neglected by residential developers since the 19th century. Financing was made possible through a $2.6 million award from Tax Credit Assistance Program, part of federal stimulus funding.

It was developed through a joint venture of three nonprofit organizations, Homes for America, Jubilee Housing and TRF Development.
